The Executive Branch has officialized the declaration of a state of emergency in several provinces of Tumbes, Piura, Cajamarca, Amazonas, and Loreto regions —in the area bordering Ecuador and Colombia.
The regulations detail that the state of emergency covers all districts of the following provinces: Zarumilla (Tumbes region); San Ignacio (Cajamarca region); Sullana, Ayabaca, and Huancabamba (Piura region); as well as the districts of El Cenepa (Amazonas region) and Torres Causana (Loreto region).
The declaration of emergency will be in force for a period of 60 days and will make it easier for the
Peruvian National Police (PNP) and Armed Forces to control domestic order within the scope of
Article 137 of the Constitution.
In this regard, the Executive Branch reported that "the control of our entire border in the north of the country will be in charge of the Peruvian National Police supported by the Armed Forces."
"The ministers of Defense and Interior held work meetings in the area today (Wednesday) and are taking all measures to prevent groups related to organized crime from entering Peruvian territory," reads a statement by the
Presidency of the Council of Ministers (PCM).
Furthermore, the PCM noted that "Peru has been an active promoter of the Declaration of South American member countries of the Brasilia Consensus, regarding the situation in Ecuador, committing its efforts to combat transnational crime in a coordinated manner without ruling out the use of other sub-regional bodies to promote concrete and coordinated actions among countries, in order to vigorously confront this phenomenon."
