Peru: State of emergency declared in 69 districts of Ancash, Huancavelica, Ica and Lima

The Executive Branch has declared a state of emergency in 69 districts of Ancash, Huancavelica, Ica, and Lima, for 60 calendar days, due to the impact of the damage caused by heavy rains in recent days.

The measure was stipulated by Supreme Decree No. 038-2023-PCM, published in the Official Gazette El Peruano.

The aim is to implement the corresponding emergency, immediate, and necessary actions of response and rehabilitation.

"Said actions must have a direct causal link between the interventions and the event, and can be modified according to the needs and security elements that may arise during their execution, when supported by technical studies conducted by the competent entities," the document states.

The aforementioned actions will be implemented by the regional governments of Ancash, Huancavelica, Ica and Lima and by the local governments involved, in coordination with and monitored by the National Civil Defense Institute (Indeci).

In addition, the implementation of these actions will involve the participation of the Ministries of Health; Agrarian Development and Irrigation; Housing, Construction and Sanitation; Transportation and Communications; Energy and Mines; Women and Vulnerable Populations; Development and Social Inclusion; Interior; Defense; and other public and private institutions involved.

The supreme decree states that the implementation of the planned actions will be financed from the institutional budget of the institutions involved and will not require additional resources from the public treasury.

The document was signed by the President of the Republic Dina Boluarte, Prime Minister Alberto Otarola, and the heads of the ministries listed in the decree.
