Peru: Public Sector Budget Bill for FY 2022 amounts to over US$48 billion

The Public Sector Budget Bill for Fiscal Year 2022, which was submitted to Congress on Sunday, amounts to S/197 billion (about US$48.3 billion).

This budget contains the budgetary credits for the National Government (S/139.8 billion or US$34.3 billion), Regional Governments (35.5 billion of US$8.7 billion) and Local Governments (21.5 billion or US$5.2 billion).

The 2022 budget is financed by ordinary resources (US/118.7 billion or US$29.1 billion), directly collected resources (S/12.1 billion or US$2.9 billion), resources from official credit operations (S/38 billion or US$9.3 billion), donations and transfers (S/230 million or US$56.5 million), as well as certain resources (S/27.7 billion or US$6.8 billion).

New scheme

The bill indicates that, within the framework of public finance management improvements, the Public Sector Budget Bill for Fiscal Year 2022 has been prepared taking into account the criteria approved for multi-year budget planning.

The idea is that budgetary decisions are made based on policy priorities, considering a medium-term fiscal restraint to ensure an efficient and effective provision of goods and services to citizens.

This new scheme is developed based on the Multiannual Macroeconomic Framework (MMM) 2022-2025 —a document that contains the official macroeconomic projections— and contains spending priorities that State-run entities propose to execute within the framework of public policies.

Thus, the Public Sector Budget Bill for Fiscal Year 2022 prioritizes interventions —within the framework of the state of national emergency— in four areas.

These are: (i) educational policies; (ii) actions aimed at the health of the population and health care to contain COVID-19; (iii) actions aimed at poverty alleviation and economic reactivation; (iv) as well as others related to citizen security, violence against women, early childhood development, access to drinking water, sanitation, among others.
