The Attorney General's Office, through the Area of Illicit Enrichment and Constitutional Complaints, is performing a simultaneous operation in Lima and Moquegua, as part of the investigation against former president Martin Alberto Vizcarra Cornejo and ex-Minister Edmer Trujillo Mori.

In this procedure, the Public Ministry raids and seizes assets and documents from the homes of Vizcarra and Trujillo Mori, located in the districts of San Isidro and Surquillo (Lima) and in Mariscal Nieto (Moquegua).

Martin Vizcarra is being investigated as the alleged perpetrator of the crime of criminal organization and instigator of the crime of collusion.

On the other hand, Edmer Trujillo Mori is investigated as the alleged perpetrator of the crimes of criminal organization and collusion.

The facts refer to the public procurement processes carried out by Provias Descentralizado, attached to the Ministry of Transportation and Communications (MTC), for the works in Tintay, Pampas, Samegua, among others.

The results of the investigation report the existence of an alleged criminal organization that had been operating since 2014, when Martin Vizcarra Cornejo was Governor of Moquegua, where he strengthened ties with public officials, who since then have remained in his close circle.

According to the Public Ministry, once Vizcarra Cornejo assumed the Presidency of the Republic, he would have colluded to take over the Ministry of Transportation and Communications with the Muralla Moqueguana (Moquegua Wall), specifically with Provias Descentralizado, where acts of corruption would have been committed at three public work projects for amounts higher than S/200 million (about US$54.1 million) between 2019 and 2020.
