The President of the Republic, Jose Maria Balcazar, took part in the signing of an agreement between the State-run Private Investment Promotion Agency (Proinversion) and the Municipal Commonwealth of Hatun Huaylas.
During his speech, the Head of State said that the country has operated in a centralized manner over recent years, which, in his view, "must change."

"What we have just witnessed and signed is an extraordinary act for us because we are doing it across the country. That is the way to manage the State in alliance with the private sector through Works for Taxes, because that is what the Constitution establishes," he said.

The top official indicated that similar agreements have been carried out with Puno region, in the south, and in northern areas, but that it is now Ancash region's turn, marking the start of decentralization becoming a reality.

The President said this decentralization would allow mayors to avoid the hardship of traveling to the capital and instead carry out coordination efforts from their own regions.

"What they ask of us is to establish decentralized offices, and they tell me to begin with the Ministry of Economy and Finance," Balcazar added.

"In the short time we have been in government, we are doing things well and confronting problems that could not be resolved before," he concluded.

The event was held at Government Palace in Lima.

It was attended by Proinversion Executive Director Luis del Carpio and Commonwealth Chairman Jose Antonio Romero, who is also mayor of Yungay.
