on Friday signed into law the bill that modifies Title VI of the Political Organizations Law, with regards to party financing.
"We have received the Law on Political Parties Financing; it is one of the regulations that we have also requested and suggested because that is necessary," he expressed.
According to the Head of State, this law is very important because it encompasses several proposed aspects and —although the Executive Branch would have wanted it to be more precise— it constitutes progress.
"Therefore, we recognize the law here, and we have already received it signed by Congress Chairman Manuel Merino, as well as by Congress Deputy Chairman Guillermo Aliaga," he said.
What the law says
One of the main amendments to this law is the elimination of the penalty based on annulling the registration of offending parties.
In addition, it establishes changes in the amounts that parties and candidates will receive as contributions, the supervision of party accounts by the
National Office of Electoral Processes (ONPE), as well as infractions and sanctions for non-compliance with the rules, among others.
Receiving contributions or spending funds through a person other than the main/substitute treasurer or the decentralized treasurers of any political organization constitute very serious infractions.
Another serious offense is failing to submit reports on the contributions and income received, as well as on the expenses incurred during the campaign, within the period established by the
ONPE.
Remarks were made in a press conference held at the Government Palace in Lima.
President Vizcarra was joined by Prime Minister Walter Martos and other Cabinet members on the occasion.
