According to Chief Resolution No. 000093-2025-JN/ONPE, the personnel from these three institutions are included alongside the active members of the Armed Forces and the Peruvian National Police, Peruvians abroad, healthcare and administrative personnel from public and private health establishments, and the National Penitentiary Institute (INPE).
Also included are personnel from the General Corps of Volunteer Firefighters, the National Elections Board (JNE), the National Registry of Identification and Civil Status (Reniec), and ONPE, citizens with disabilities registered with the National Council for the Inclusion of Persons with Disabilities (Conadis), and those residing in Cercado de Lima.
Registration date
The implementation of digital voting will be progressive and voluntary, as specified by ONPE. Citizens who wish to use this voting method and are part of the prioritized groups may register between October 29 and December 13 of this year on the digital voting platform.
"Only those who possess an electronic national identity document (DNIe) with valid digital certificates extending beyond the date of a potential second round (June 8, 2026) may do so," ONPE stated.
With the digital voting method, the electoral body prioritized voters who often face difficulties getting to their designated polling places due to distance, a disability, or because they must perform duties related to their role on election day. Thanks to digital voting, they will be able to exercise their right to vote without needing to travel.
In turn, the inclusion of voters residing in Cercado de Lima in digital voting is due to the fact that they will serve as polling station members at the digital voting station to be set up in said Lima district, where the digital ballots of all digital voters will be concentrated.
To use digital voting, citizens must have a technological device —cellphone, computer, tablet, or laptop— with an NFC interface, which allows for contactless data exchange between devices.
