The Government of Peru has authorized the
Pan American Games Special Legacy Project administered by the Ministry of Transport and Communications (MTC) —at the request of the
Ministry of Health (Minsa)— to perform the logistics operator duties in the implementation of the National Vaccination Plan against COVID-19.
This was established by
Urgency Decree No. 043-2021, published in the official gazette
El Peruano, which aims to adopt extraordinary measures —in economic and financial matters— to increase Minsa's response capacity in the logistics and monitoring operation of the logistics and support process for the vaccination program against COVID-19.
In addition, the regulation seeks to adopt measures for the implementation of a digital communication platform, the processing of information required for the National Registry for Universal Vaccination against COVID-19, and the implementation of registration services as the vaccination process is underway at the national level.
The regulation states that the logistics operation for the distribution of vaccines —from the warehouses of the
National Center for Supply of Strategic Resources in Health (Cenares) to the vaccination sites set up by Minsa— does not include the acquisition of vaccines or the vaccination of the population against COVID-19, unless expressly requested by the Ministry of Health.
Moreover, Cenares will deliver COVID-19 vaccines to the Pan American Games Special Legacy Project by requesting a proof of departure (PECOSA) from SIGA-MEF.
The logistics operation includes the planning, contracting, organization, storage, transportation, distribution, and monitoring of the logistics and support process for the vaccination program so as to secure the immunization of the population against COVID-19, while verifying compliance with good practices during the processes, in accordance with the applicable health regulations.
That includes the implementation of vaccination sites in Metropolitan Lima and Callao established by Minsa.
