Peru: Judiciary to deliver oral trial verdict for Martin Vizcarra on Nov 26

On November 26, the Judicial Branch will issue its verdict in the oral trial against former President Martin Vizcarra for alleged acts of corruption he is accused of committing during his tenure as Moquegua region governor (2011–2014).

This was reported by the Fourth National Collegiate Court following the final closing arguments hearing in this case.

It took place on Thursday morning, with the participation of the former top official and his legal defense team.

The court's Chairwoman, Nayko Coronado, said the hearing to announce the final decision will take place on Wednesday, November 26, starting at 9 a.m. (local time).

During his closing argument, the former president stated that he will abide by the decision that the court issues in his case. 

Likewise, Vizcarra reiterated his innocence and emphasized that he will not flee.

"We are here, and we will remain here until the end, and whatever you decide, we will abide by it. I am confident and certain of my innocence, but you will still evaluate everything that has taken place, and I will be here on the day of the verdict to comply with your decision, magistrates," he expressed during his closing argument.

"The possibility of fleeing has never crossed my mind," he added.

At another point, the former Head of State said he is being assigned responsibilities that do not correspond to him.

As is known, Vizcarra is being tried for the alleged crime of bribery in the awarding of the Lomas de Ilo and Moquegua Hospital Projects, during his tenure as Moquegua region governor.

In this regard, he said it is false that he colluded on the Lomas de Ilo Project with Obrainsa company officials in Lima between November 4 and 5, 2013, since he was not in the capital but in Moquegua on those dates.

Regarding the Moquegua Hospital Project, Vizcarra stated that it was carried out through UNOPS and that no one objected to the process, as it involved "clean and transparent procedures."

The defendant also noted that in this case only he has been prosecuted, while the businesspeople involved have been excluded due to an alleged plea bargain.

"He did not live off bribes"

Vizcarra's lawyer, Erwin Siccha, stated that his client had no involvement in the Lomas de Ilo case.

Concerning the Moquegua Hospital Project, Siccha said the former president had signed the agreement but was not in charge of its execution.

He denied that the former Head of State lived off bribes during the years he served as regional governor, as claimed by the Public Prosecutor's representative at the previous hearing.

"He did not live off bribes, of course not," Siccha said.

The lawyer pointed out that the Prosecutor's Office has not taken into account the various withdrawals from Vizcarra's bank accounts, as well as his wife's funds and his status as a shareholder in family businesses.

"Objective truth cannot be undermined by undue benefits, false testimonies, or lies. Effective collaboration, even though it is a lawful tool to pursue crime, cannot be turned into an arbitrary weapon to grant benefits to those who do not deserve them," Siccha argued.
