Peru: Govt authorizes affiliation of all citizens with no health insurance to SIS scheme

The Government has authorized the affiliation of all Peruvians with no health insurance in the national territory —regardless of their socioeconomic status— to the Comprehensive Health Insurance (SIS) scheme.

This is established by Urgency Decree No. 046-2021, published in the official gazette El Peruano, which aims to adopt extraordinary measures in economic and financial matters in order to ensure the protection of all Peruvians who experience a negative event and have no health insurance, within the framework of health emergency because of COVID-19.

The regulation states that SIS will finance the affiliation, as well as the provision of health care to the entire undocumented population in Amazonian and high Andean native communities lacking health insurance.

To that effect, the Government authorizes the Ministry of Economy and Finance (MEF) to make budgetary changes, from the resources of the Contingency Reserve, worth up to S/250 million (around US$66.7 million) in favor of SIS.

Of this budget, S/196,343,901 (about US$52.4 million) will be destined to fund the actions carried out by SIS regarding the coverage of the Essential Health Insurance Plan (PEAS) and Complementary Plans of the insured, within the framework of Urgency Decree No. 017- 2019, as well as to enroll all Peruvians residing in the national territory.

Likewise, S/30,355,747 (about US$8.1 million) will be allocated to finance, as a priority, transplants and cancer treatments for the types of cancer included in the List of High-Cost Illnesses (LEAC).

Moreover, S/23,300,352 (around US$6.21 million) will be allocated to finance the affiliation and provision of health services for all undocumented people in Amazonian and high Andean native communities who lack health insurance coverage during fiscal year 2021, regardless of their socioeconomic status, in order to guarantee the protection of the right to health.
