Peru: Government decrees curfew on Tuesday, April 5

After a session of the Council of Ministers on Monday night, the President of the Republic Pedro Castillo decreed to declare a state of emergency in the capital Lima and neighboring port city Callao, as well as citizen immobility (curfew) on Tuesday, April 5.

In an Address to the Nation, the Head of State called on citizens to remain calm and tranquil, noting that every protest in the country is a constitutional right, but it must be done within the law.

"The Council of Ministers has decreed the state of emergency in view of the acts of violence that some groups have wanted to create through blockades in accesses to Lima and Callao and in order to restore peace and internal order," he said in his speech.

Mr. Castillo explained that the state of emergency will "restrict constitutional rights relating to personal freedom and security, the inviolability of homes, and freedom of assembly in Lima and Callao."

Moreover, he said the Council of Ministers approved the declaration of citizen immobility (curfew) from 2:00 am to 11:59 pm on Tuesday, April 5, to protect the fundamental rights of all people.

He also noted that the measure will not prevent the supply of essential services for all Peruvians.

The President of the Republic called for continuing to work together to promote national growth and development, but stressed that this development must be fair and equitable to directly benefit all Peruvians in the national territory.

On the other hand, he underscored that there are demands in the country that have not been met for a long time, a situation that worsened following the COVID-19 pandemic and conflicts in the international arena.
