Peru: Government approves National Citizen Security Plan 2026–2028

The government approved the National Citizen Security and Fight against Crime Plan 2026–2028, a strategic instrument that will guide Peruvian State actions to prevent and confront crime in the country, with the aim of strengthening the response to criminal offenses and protecting the population.

The measure was made official through Supreme Decree No. 001-2026-IN, published Monday in the Official Gazette El Peruano, which establishes the approval of this management instrument within the framework of the National Citizen Security System (Sinasec).

According to the Supreme Decree, the plan aims to organize, articulate, and guide the State's actions in citizen security through strategic objectives, intervention pillars, and operational phases designed to improve the response to crime.

Similarly, it provides for the definition of institutional responsibilities, intersectoral coordination mechanisms, as well as follow-up and evaluation systems, with the aim of protecting citizens from threats to their security and guaranteeing fundamental rights such as life, integrity, and personal security.

The decree states that the National Citizen Security and Fight against Crime Plan 2026–2028 will be mandatory at the three levels of government and for all entities that make up the National Citizen Security System, as well as for those public institutions that intervene directly or complementarily in the prevention, control, and fight against crime.

The regulation also tasks the Interior Ministry, through the Directorate General for Citizen Security, with establishing within a maximum period of 10 business days the follow-up and evaluation mechanisms for the plan, which will be approved by ministerial resolution.

Regarding financing, the Supreme Decree specifies that the implementation of the plan will be carried out using the institutional budgets of the entities involved, in accordance with the provisions of the annual budget laws.
