During a plenary session on Thursday, Congress approved the draft legislative resolution that authorizes President Dina Boluarte to leave the national territory from November 14 to 18, 2023, to participate in the handover of the Asia-Pacific Economic Cooperation (APEC) forum Pro-Tempore Presidency to Peru for 2024.

The upcoming event will be held in the city of San Francisco, United States.

This initiative —submitted by the Executive Branch— received 62 votes in favor, 48 against, and five abstentions.

The Head of State will participate in the 30th APEC Economic Leaders' Meeting and related events, in which Mrs. Boluarte will receive the Pro-Tempore Presidency of this trade bloc.

The Executive Branch's request indicates that the top official, in addition to participating in the Leaders' Meeting, will attend the dialogue of APEC forum leaders with APEC Business Advisory Council (ABAC) representatives, the CEO Summit, and the closing session, where she will invite the bloc's private sector to participate in APEC Peru 2024 meetings.

Likewise, the president will attend the "Country Promotion and Investment Attraction Session, Within the Framework of APEC 2023 Leaders' Week," organized by the Peruvian APEC Business Advisory Council (ABAC Peru).

She will also participate in a meeting with executive directors of leading companies in their respective markets, plus a gathering with businesswomen.

Prior to today's debate, Foreign Affairs Minister Javier Gonzalez-Olaechea attended Parliament's plenary session to indicate he had received assurance that U.S. President Joe Biden will hand over the APEC forum's Pro-Tempore Presidency to his Peruvian counterpart, Dina Boluarte.
