With the aim of consolidating a deeper bilateral strategic relationship that enhances their respective security and prosperity, the governments of Peru and the United States have signed a Memorandum of Understanding (MOU) on strategic civil nuclear cooperation—a significant milestone in our country’s recent history.
Minister of Energy and Mines Guillermo Shinno Huamaní signed the MOU alongside Thomas DiNanno, U.S. Department of State Deputy Assistant Secretary for Arms Control and International Security.
The Minister highlighted the importance of incorporating new technologies to diversify our energy matrix.
"Our country is moving forward in evaluating new opportunities for the peaceful use of nuclear energy. We are also advancing a roadmap for the integration of nuclear energy into our national energy matrix by 2040, in alignment with the guidelines of the International Atomic Energy Agency (IAEA)," the Minister emphasized.

Through this agreement, U.S. support for the future development of Peru’s civil nuclear program will be strengthened. This includes the adoption of new technologies—such as small modular reactors (SMRs) and advanced reactors—as well as addressing commercial challenges and managing the regulatory implications associated with these new technologies.
Furthermore, the agreement will foster cooperation across various applications of nuclear energy—both for power generation and non-energy purposes—including the safety of spent fuel, radioactive waste management, nuclear medicine, nutrition, agriculture, mining, and related research and development.
"Small modular reactors represent a promising alternative for strengthening energy security and providing sustainable solutions for isolated regions of the country, thereby helping to bridge development gaps and foster the nation’s economic and social progress," Shinno noted.
For his part, the U.S. Under Secretary of State highlighted the scope of the Memorandum of Understanding, noting that it will allow Peru to access decades of knowledge and experience, strengthening its alliance with the United States through technical assistance, training, and ongoing support.
Participants in the event included the Head of the Cabinet of Advisors for the Ministry of Energy and Mines (MINEM), César Zegarra; the President of the Peruvian Institute of Nuclear Energy (IPEN), Carlos Palomares; the U.S. Ambassador to Peru, Bernie Navarro; and the Director of Science, Technology, and Innovation at the Ministry of Foreign Affairs, Diego Beleván, among others.
