Miralles: We trust Congress to prioritize Peru's stability in the confidence vote

Prime Minister Denisse Miralles said on Thursday she trusts Congress will prioritize social and economic stability when the Cabinet appears before legislators to seek a confidence vote.

The high-ranking official mentioned that the objective of President Jose Maria Balcazar's government is to guarantee that stability.

Miralles indicated one of its priorities is to ensure that the upcoming general elections are held in a transparent and orderly manner.

The Cabinet chief said the government prioritizes redoubling efforts in the fight against public insecurity and the response to flooding emergencies in several regions.

"We are focused on that. We know we must go to Congress, and we will prepare with this plan. We trust Congress will make a priority of our country's need for social and economic stability. There are only a few months left, and the elections are just around the corner," she told RPP Noticias.

Economic policy

The Prime Minister said her administration maintains the same economic policies announced since October 2025—when she was serving as Economy minister—including fiscal responsibility and public works continuity.

In this regard, the Cabinet chief said priority should be given to completing projects before launching new ones, adding that mayors to be elected in 2026 should not inherit stalled works, which she described as "too high a social cost."

Miralles explained that the problem lies in authorities launching public works processes without having 100% of the project's funding secured.

She cited as an example a project costing S/10 million (about US$2.97 million) that is put out to tender with only S/3 million (US$892,000) or S/5 million (US$1.48 million) secured, leading to payment shortfalls for contractors and the resulting stalling of works.

The Prime Minister said there are currently more than 12,000 stalled public works nationwide, which is why the government issued an urgency decree last week to prioritize the use of public investment funds to finance the completion of ongoing projects.

"So if you have an authority—a minister, a governor, or a mayor—who has resources, instead of starting new studies, that authority should use those resources to finance and finish a project. They are in their final year in office as well," she indicated.

Public security

On another front, Prime Minister Miralles said she will meet with President Jose Maria Balcazar, Interior Minister Hugo Begazo, and National Police General Commander Oscar Arriola to make adjustments to the public security strategy.

"The President has requested certain adjustments to the security strategy—greater speed, let’s say—and we are coordinating precisely in this meeting so the population can feel that impact," she concluded.
