Foreign Minister Carlos Espá has begun an official visit to Portugal, where he met with his Portuguese counterpart, Minister of Foreign Affairs Paulo Rangel, to strengthen bilateral relations and foster new opportunities for cooperation on matters of common interest.
During the meeting, Espá outlined the Peruvian government’s priorities, which focus on reducing public insecurity, mitigating the effects of the El Niño phenomenon, increasing productivity, and strengthening democratic governance.
Both officials highlighted the importance of holding the 7th Political Consultation Mechanism in Lima next year, serving as a platform to invigorate diplomatic dialogue and address issues of shared concern.
Furthermore, they expressed their commitment to finalizing negotiations on instruments designed to bolster cooperation between the two nations in the fight against organized crime and impunity.
Infrastructure
In the economic sphere, the Foreign Minister underscored Peru’s macroeconomic stability and its legal framework—conditions that, he noted, favor investment and the pursuit of commercial opportunities.
In this regard, he invited Portuguese capital to participate in the portfolio of infrastructure projects currently being promoted by Peru.
As part of the meeting, the ministers oversaw the signing of a Memorandum of Understanding between the Administration of the Ports of Sines and the Algarve (Portugal) and the Peruvian Port Authority.
The agreement aims to promote port cooperation and enhance connectivity and trade between the two countries. In this context, the Port of Sines emerges as a potential gateway for Peruvian products entering the European market.
As part of his official agenda, the Foreign Minister will participate tomorrow in the EuroAmericas Forum—a dialogue platform dedicated to strengthening the alliance between Europe and the Americas. Foreign Minister Espá will be the keynote speaker and will discuss security as a prerequisite for development, as well as the role of economic diplomacy in strengthening investment ties between Peru, Europe, and, in particular, Portugal.
