stated that the director general of Peruvian Communities Abroad and Consular Affairs, together with the director general for Europe, summoned the chargé d'affaires of the Russian Embassy in Lima on Tuesday to address the situation of Peruvian nationals who chose to serve in the Russian armed forces.
According to a press release, the Russian official was provided with a list of nationals registered by the ministry and requested urgent information from Russian authorities regarding their situation, whereabouts, and state of health.
The Ministry of Foreign Affairs formally reported that, under the Constitution, any Peruvian citizen must obtain prior authorization from this government agency before serving in foreign armed forces.
Similarly, Peru's ambassador in Moscow was instructed to redouble contact with Russian authorities to address this sensitive issue.
In addition, the Ministry of Foreign Affairs convened representatives from the Public Ministry (Prosecutor's Office), Ministry of Interior, Peruvian National Police, Ministry of Defense, and Ministry of Labor to coordinate joint actions in response to complaints filed by relatives in Peru.
"It has been decided to create an ad hoc Working Group to monitor the actions of each sector, within their respective functions and competencies, pursuing alleged crimes such as human trafficking and migrant smuggling," the statement said.
Within this framework, a multisectoral communication campaign will be promoted to warn about the risks of serving in armed forces in conflict zones.
The Ministry of Foreign Affairs clarified that reports claiming Peruvian citizens had been removed from the premises of Peru's Embassy in Moscow are not true.
Finally, the ministry and the Consular Section of Peru in the Russian Federation stated they remain attentive to any communication or request from fellow citizens.
