Healthcare cannot wait. Work began today on the modernization project for EsSalud’s Torre Trecca—part of the free healthcare service provided to affiliated workers and pensioners—with an investment of 486.3 million soles (excluding VAT), or $140.3 million, according to ProInversión.

The project’s launch follows a process of contractual restructuring and institutional coordination led by ProInversión—an agency attached to the Ministry of Economy and Finance—to facilitate its reactivation through a Public-Private Partnership (PPP).

Luis del Carpio, head of ProInversión, participated in the groundbreaking ceremony led by the President of the Republic, Keiko Fujimori. Also in attendance were the Minister of Labor and Employment Promotion, Juan Sheput; the Executive President of EsSalud, Zulema Tomas; and the Vice Chairman of the Board of Auna, Luis Felipe Pinillos, among other notable figures.

Specialized medical equipment

The project entails structural reinforcement, comprehensive remodeling, and the installation of specialized medical equipment.

The goal is to establish a modern, specialized metropolitan center capable of handling approximately one million outpatient consultations annually, which will help alleviate pressure on the Rebagliati, Almenara, and Sabogal healthcare networks.

This reactivation was made possible following the signing of an agreement between EsSalud and ProInversión in July 2025, the securing of a building permit, the signing of "Addendum 2" in February 2026, and the contracting of the firm responsible for executing the construction work in September. These milestones made it possible to update the technical, economic, and contractual terms of a project originally signed in 2010.

Del Carpio noted that “Trecca demonstrates that when the State coordinates efforts, resolves outstanding technical and contractual issues, and works with the private sector under clear rules, a project that had been stalled for decades can become a reality.”

Investment of $ 140.3 million

He emphasized that “the true result of unblocking this project is not just the 486 million soles ($140.3 million) in investment, but the activation of infrastructure that will allow for the expansion of specialized care, a reduction in wait times, and the provision of modern, high-quality health services to millions of insured individuals. That is the purpose of PPPs [Public-Private Partnerships]: for investment to translate into tangible well-being for people,” he added.

“There is confidence in the Government, as evidenced by private investments in the country. I commend the capability of ProInversión—led by its Executive Director, Luis del Carpio—for its dynamic and persistent role in advancing projects that improve the lives of citizens,” stated the Minister of Labor and Employment Promotion, Juan Sheput.

Relieving pressure on the network

The new infrastructure will guarantee at least one million outpatient consultations per year, with the capacity to reach up to two million, and will be reserved exclusively for EsSalud-insured individuals.

The facility will also feature over 20 medical specialties, three high-power magnetic resonance imaging (MRI) scanners, cancer prevention services, diagnostic imaging, and an interoperable electronic health record system.

The project has a 20-year contractual term, consisting of 24 months for construction and equipping, followed by 18 years for operations and the provision of services.

It also includes 152.17 million soles ($43.8 million) for structural reinforcement and a “White Coat” (“Bata Blanca”) operating model, under which a private operator will participate in the comprehensive management of health services, subject to the conditions and oversight mechanisms established in the contract.

This significant Public-Private Partnership (PPP) will transform the historic tower into a modern, 26-story complex featuring over 145 consultation rooms and 300 pieces of state-of-the-art medical equipment, thereby optimizing the delivery of high-quality, specialized care for the country’s insured population.
