As President Jose Jeri warned, the Transitional Government of National Reconciliation has decided to strengthen security and control measures in penitentiary establishments as part of the actions to be implemented in the war against crime.
The first measure officially enacted by the Executive Branch is the modification of the Regulations of the Criminal Enforcement Code, through Supreme Decree No. 019-2025-JUS, with the aim of reinforcing the special closed regime of penitentiary establishments.
In this way, disciplinary measures have been tightened in prisons throughout the country.
In the case of inmates with the greatest difficulty in rehabilitation (Stage A), subject to strict surveillance, they will remain in locked cells at all times. Therefore, inmates will be prohibited from moving through the prison's corridors.
Furthermore, they will only have two hours of yard time per day, scheduled between 9:00 a.m. and 6:00 p.m. Depending on the number of inmates and the available space in the cellblock, the Penitentiary Technical Council may authorize yard time in groups.
Visits to a single family member (by blood up to the fourth degree or by marriage up to the second degree, male or female, including spouse or partner) will also be reduced to once every two weeks for all inmates in Stages A, B, and C of the Special Closed Regime.
The prison's Penitentiary Technical Council will determine the days on which these visits will take place, and their duration will be limited to one hour via the visiting room.
For inmates in Stage B, where strict discipline and surveillance are maintained, only one visit every two weeks will be permitted, with a maximum of two family members.
The visit will last two hours and will take place via video call. In addition, they will have three hours of yard time per day, scheduled between 9:00 a.m. and 6:00 p.m., with the option to go out in groups.
Finally, inmates in Stage C, who have better conduct, will be allowed only one visit every two weeks, with a maximum of two family members, and will have the opportunity for direct visits for a maximum of three hours.
They will also be allowed four hours of yard time per day, scheduled between 9:00 a.m. and 6:00 p.m., with the option to go out in groups.
With this initiative, President Jerí's government demonstrates its firm commitment to citizen security through concrete actions and will continue working to restore peace and tranquility to all Peruvians.
