led the Third Regular 2026 Session of the National Citizen Security Council (CONASEC) at the Government Palace in Lima.
The Head of State highlighted that CONASEC is an important coordination and joint action forum that reaffirms the Peruvian State's commitment to protecting citizens, safeguarding internal order, and preserving social peace.
"Citizen security is, as we know, one of the population's main concerns; therefore, it remains a permanent priority for the government. Organized crime, as well as illegal economies affecting various regions of the country, requires firm, timely, and decisive responses," he expressed.
The top official noted that experience has shown that citizen security is a shared responsibility.
It requires coordinated participation by the national government, regional and local governments, the justice administration system, the Armed Forces and the National Police, as well as organized citizens.
Within this framework, he noted, the National Citizen Security and Crime-Fighting Plan was approved at the beginning of his administration. Its action plan is based on four fundamental pillars.
The president emphasized that prevention, enhanced intelligence and criminal investigations, effective control of the country's territory and borders against illegal economies, and a stronger justice and prison system are essential to restoring the rule of authority and ensuring all Peruvians' safety.
Likewise, he noted that security depends not only on greater resources or a stronger police presence, but also on opportunities for inclusion, education, culture, and sports, which are essential to preventing violence and building safer, more resilient communities.
