Specialized prosecutor's offices launch probe into case of Peruvians in Russia

Specialized Prosecutor's Offices for Human Trafficking in Lima and Lima Norte have launched preliminary investigations following complaints filed by relatives of Peruvian citizens who were allegedly recruited through deceptive job offers to work as security personnel and in other roles within Russia, with the promise of receiving financial compensation.

According to information provided to police authorities, the victims were allegedly transferred to said country. Once on foreign soil, they were forced to participate in combat actions in the context of the armed conflict between Russia and Ukraine.

In response to these events, the Specialized Prosecutor's Offices for Human Trafficking in Lima and Northern Lima immediately ordered the initiation of preliminary proceedings for the alleged offense against human dignity, in the form of human trafficking and aggravated human trafficking. 

As part of the preliminary proceedings, testimonial statements are being taken, information is being requested from the Ministry of Foreign Affairs and the National Superintendence of Migrations.

In addition, all necessary, useful, and relevant actions are being carried out to clarify the facts.

These actions are being carried out in coordination with the Peruvian National Police Human Trafficking Investigation Division.

Senior prosecutor Rocio Gala Galvez, national coordinator of the Specialized Prosecutor's Offices for Human Trafficking, is part of an ad hoc working group composed of representatives from the Ministry of Interior, Ministry of Defense, Peruvian National Police, Ministry of Foreign Affairs, and Ministry of Labor, among other entities. 

The group aims to coordinate and monitor interinstitutional actions in response to this issue affecting Peruvian nationals in Russia, whose current situation remains uncertain.

The Public Ministry urges the citizenry to remain vigilant regarding overseas job offers that lack verifiable guarantees, in order to prevent new cases of recruitment for purposes of exploitation.

It also reaffirms its commitment to advancing the investigations and coordinating, together with the relevant authorities, the necessary actions at the international level for the protection and eventual repatriation of affected Peruvian citizens.
