The Government-to-Government model that the Executive Branch plans to use in order to carry out emblematic works such as Lines 3 and 4 of the Lima and Callao Metro, as well as the Carretera Central Highway, helps speed up the execution of complex public works and ensure transparency of processes, Transport and Communications Minister Carlos Estremadoyro affirmed.

"We are moving forward with the implementation of more flexible procurement mechanisms, which allow us to meet the need for decent public transportation. Public resources, which belong to all Peruvians, must be invested rapidly, efficiently and transparently," he said.

The minister explained that the Government-to-Government model for the execution of public works is contemplated by the Public Procurement Law.

According to Estremadoyro, its benefits include diligence and transparency of execution, compliance with time limits and transfer of specialized knowledge in favor of the Peruvian State.

The Peruvian State has successfully used this model in the case of the Lima 2019 Pan American Games and will use it again to complete the construction and start-up of the Chinchero International Airport in Cusco and the Reconstruction with Changes works.

"The 2019 Pan American Games allowed us to show our organizational capacity at top-level sports venues, which were built rapidly and efficiently thanks to this Government-to-Government mechanism, and the Peruvian team in charge of them included members of the MTC," Estremadoyro stressed.
