expressed on Thursday his commitment to addressing emergency situations across the country—such as those recorded in recent days due to heavy rainfall—and to continuing the sector's goals to consolidate projects supporting national development.
"You can be fully assured that my commitment will be total, with complete dedication, because that is how it must be. I am deeply honored to continue working with everyone," said Arroyo—a retired Army major general—in his first introductory speech to civilian and military personnel at the Ministry's headquarters in Lima.
The government official urged sector personnel and Armed Forces members to continue working in a coordinated manner—as a single system—reflecting his career as a military officer and, among other posts, his tenure as National Civil Defense Institute (INDECI) chief.
"I want to commit all of you to continue working with the (level of) effort Peru truly needs, with the determination to give your all, because the country genuinely requires it," Arroyo emphasized, after noting that the Armed Forces will play a significant role during the 2026 electoral processes.
The ceremony was attended by the Chief of the Joint Command of the Armed Forces, Army General Cesar Briceño; as well as the General Commanders of the Army, General Oswaldo Calle; the Navy, Admiral Javier Bravo de Rueda; and Air Force, General Mario Contreras.
Those in attendance also included Deputy Ministers Walter Fernando Chavez (Defense Policy), Adolfo Jorge Herrera (Defense Resources), among other officials from the Defense Ministry, along with civilian and military personnel from the institution.
