Peru's 2026 Elections: JNE took necessary measures to guarantee voting rights

The National Elections Board (JNE) took the necessary measures to guarantee the right to vote following the non-installation of polling tables on Sunday, April 12, during the 2026 General Elections, its Chairman Roberto Burneo stated.

At the Congress' Oversight Commission on Friday, Burneo specified that the National Office of Electoral Processes (ONPE) is in charge of organizing the electoral process, while the JNE is in charge of electoral justice oversight and administration.

In that regard, the JNE head stated that ONPE did not comply with its commitments regarding the organization of the 2026 General Elections, which included the distribution of electoral materials and the non-installation of polling tables.

He detailed that 187 polling tables were not installed in Metropolitan Lima on Sunday, April 12, affecting 55,261 voters.

"The National Elections Board issued unprecedented provisions. Based on our experience, there are no precedents for the problems and failures related to the deployment itself," Burneo stated.

"Therefore, the measures taken by the JNE, always guaranteeing the right to political participation of all Peruvians, were exceptional and within the framework of the highest interpreter of the electoral legal framework," he emphasized.

The JNE head noted that ONPE has pointed to failures by the contractor responsible for distributing electoral materials, but that, according to records compiled by various Special Electoral Boards, "the delay has been due to logistical failures by ONPE," particularly in the deployment of computers and printers.

Burneo indicated that on Sunday, April 12, following delays in installing polling tables, ONPE informed the JNE that installation would be completed by 2:00 p.m. that day, which ultimately did not occur.

He recalled that, as a result, the JNE Plenary extended voting hours until 6:00 p.m., and, as an exceptional measure, voting at polling tables that were not installed was extended to Monday, April 13, from 7:00 a.m. to 6:00 p.m.

Regarding the media report of electoral materials found on a street in Lima's Santiago de Surco district, he specified that "there was no (electoral) supervisor accompanying it, nor a police agent."

"They were transported in unregistered vehicles, in private vehicles, and the JNE was not present; therefore, the statement by ONPE is false," Burneo stated.

Motions

The working group approved a motion to urgently invite ONPE head Piero Corvetto and JNE Chairman Roberto Burneo to provide a detailed report on the irregularities recorded during election day.

This initiative was approved with 10 votes in favor, 0 against, and 0 abstentions, and calls on authorities to explain the causes of operational failures, delays in the installation of polling tables, technological procurement processes, and the corrective measures adopted.

Similarly, another motion requested that the Oversight and Comptroller Commission be granted investigative powers for a 60-day period in order to investigate the alleged irregularities recorded during the electoral process on April 12, 2026.

The measure was approved with 11 votes in favor. It was specified that the quorum for the session was 10 lawmakers, thereby resulting in unanimous approval.

This decision, which must be approved by the Plenary, will allow the commission to request information, summon officials and suppliers, seek the lifting of bank and tax secrecy, as well as coordinate with the Comptroller General's Office and the Public Ministry (Prosecutor's Office), in order to produce a final report that determines responsibility and proposes corrective measures.
