Peru: Luis Enrique Arroyo Sanchez sworn in as new Prime Minister

Luis Enrique Arroyo Sanchez was sworn in as the new President of the Council of Ministers (Prime Minister) in a ceremony led by President Jose Maria Balcazar at the Government Palace on Tuesday afternoon.

Arroyo Sanchez had been serving as Defense Minister since February 24. As of today, he assumes the Presidency of the Council of Ministers (PCM).

Background

Previously, the newly appointed Prime Minister served as chief of the National Civil Defense Institute (Indeci) from November 5, 2025, to February 24, leading actions focused on disaster risk management and emergency response at the national level.

Arroyo Sanchez is a retired major general of the Peruvian Army, from the 1981 class "Heroes of Tacna and Arica."

During his military career, he commanded the Third Army Division in Arequipa and the Fifth Division in Iquitos.

He also served in the Valley of Apurimac, Ene, and Mantaro Rivers (VRAEM).

In the academic and doctrinal sphere, Arroyo Sanchez served as director of the Peruvian Army Superior War College (ESGE), an institution dedicated to the training and professional development of senior officers.

His career has been linked to leadership and strategic planning, as well as the performance of duties across various military institutions, including roles related to the Military-Police Jurisdiction.

"This experience aligns with the technical profile required to lead a portfolio responsible for the formulation and implementation of policies on national security and defense," the Ministry of Defense stated.
