announced that foreign security experts will arrive in the country next week to provide recommendations for the new citizen security plan.
In remarks to RPP, the Head of State said one of the inputs for this document will be the Bratton Plan, although it will not be the only one.
The top official stated that another tool for the development of the new citizen security plan being prepared by the Interior Ministry is the 2013–2018 National Citizen Security Plan.
"We have also said that foreign experts will arrive next week to provide their opinions based on the reality and the information we are sending them, so they can give us their recommendations," he indicated.
Another source will be the comparative experience of other countries that has been effective in combating crime.
"We are not talking about a single reference. The Bratton Plan is a tool we will use in the development of the new citizen security plan. And why do I always highlight the Bratton Plan? Because it is based on the Broken Windows Theory, which we have explained on several occasions and is one of the elements we must take into account," he said.
The top official stated that the new citizen security plan will not be strictly preventive; it will incorporate reactive elements as well.
The President also recalled that he assumed office under rather complex conditions. including a neglected police force and political instability.
He added that one of his first actions as government has been to restore trust.
The Head of State explained that the decision to visit prisons is because it is public knowledge that one of the sources of crime, criminal planning, comes from prisons.
"And it is there that we have begun government actions to control and mitigate crime. As a result, we have implemented various measures to reorganize inmates, restrict visits, and apply electronic lockdowns. These measures are precisely aimed at tackling the criminal activity existing in the country," he asserted.
Another source contributing to the feeling of insecurity —he said— is the borders, where there is no real control and people with irregular status are allowed to enter the country.
"We have to tackle the problems that I call central: the prisons and the borders. These are actions based on experience and on what has always existed, but to which no one has taken real action," he pointed out.
