Peru was chosen to serve as co-chair alongside Canada of the International Forum on Total Official Support for Sustainable Development (TOSSD).

The forum brings together countries and international organizations to strengthen transparency and improve the measurement of resources allocated to sustainable development.

The election took place during the forum's third general assembly, held for the first time in Latin America, in Lima, on October 13 and 14, with the participation of more than 40 international delegations.

Peru will represent dual countries—those that both receive and provide international cooperation.

Meanwhile, Canada will represent cooperating countries during the 2027–2028 period.

As co-chair, Peru, representing dual countries, will promote greater transparency in international financing and encourage sound data management.

These efforts aim to identify needs, direct resources, and improve decision-making for the benefit of the most vulnerable populations.

This commitment to transparency and accountability also accompanies Peru's accession process to the Organisation for Economic Co-operation and Development (OECD).

Priorities for more effective cooperation

During the presentation of Peru's candidacy, Peruvian Agency for International Cooperation (APCI) Executive Director Maria Soledad Garagorri outlined three priorities.

These include improving the quality and comparability of data on financing for sustainable development, promoting the use of such data to guide decision-making, and strengthening the participation of developing countries, particularly those in Latin America and the Caribbean.

"We want to turn data into knowledge and knowledge into better decisions," said the APCI head in her address to the forum.

The election will enable Peru to contribute its experience as a recipient of international cooperation to help close gaps.

At the same time, the country shares knowledge and best practices through South-South Cooperation and Triangular Cooperation.

Peru has been reporting data to the TOSSD platform since 2022, APCI said in a press release.

Venue for international dialogue

The meeting—co-organized by APCI, the Ministry of Foreign Affairs, and the International Forum on TOSSD—was held in Latin America for the first time since the forum was established in 2024.

It was inaugurated by Deputy Foreign Affairs Minister, Ambassador Eric Anderson Machado, and APCI Executive Director Maria Soledad Garagorri.

As part of the IFT agenda, APCI held four bilateral meetings with representatives of Uruguay, Spain, Indonesia, and Türkiye to strengthen international cooperation ties, exchange experiences, and identify opportunities for collaboration in areas of common interest.

APCI also presented its International Technical Cooperation (ITC) Map, a tool that facilitates access to and visualization of information on international cooperation in Peru.

It contributes to "more transparent and evidence-based management."

The sessions addressed topics such as the use of artificial intelligence (AI) to enhance data analysis, the measurement of resources allocated to development, and the strengthening of Triangular Cooperation reporting.
