Peru 2026 Elections: OAS Mission calls for calm while awaiting official results

The Organization of American States Electoral Observation Mission (OAS/EOM) called for calm and patience while awaiting the official runoff election results, and urged the swift resolution of challenged electoral records.

Victor Rico, who leads the mission, noted that both presidential candidates have acknowledged "the existence of a close result."

He said they have stated that they will recognize the results proclaimed by the authorities, a commitment the mission welcomed.

The OAS/EOM chief also noted that the June 7 Election Day unfolded calmly and peacefully.

In addition, the mission considered that the vote count was conducted in an orderly manner and in accordance with established procedures.

Regarding the alleged cases of tampered ballot papers, he noted that "the Attorney General's Office informed us that these cases were reported in five districts of Lima and five regions."

He added that all tampered ballot papers had been replaced in accordance with procedures established by ONPE.

Recommendation for the future

The OAS/EOM chief noted that exit polls and quick counts conducted by civil society organizations are carried out in other countries as well. 

However, Rico stressed that what matters most is the official information provided by electoral authorities, as that is what provides certainty to the population. 

In that regard, the delegation's head said it had drawn the mission's attention that the digital transmission of vote data from abroad, as well as from districts in Lima, was suspended on this occasion.

Likewise, he emphasized that the OAS/EOM recommends that future electoral processes include mechanisms for the digital transmission of preliminary results so as to provide greater certainty to the citizenry.

"The mission calls on all stakeholders to remain calm and patient while awaiting the official results, and emphasizes the importance of the National Elections Board (JNE) and the Special Electoral Boards (JEE) resolving as swiftly as possible any challenges and appeals they receive in connection with this second presidential election," Rico stated.

Finally, the former secretary general of the Development Bank of Latin America and the Caribbean (CAF) said the mission will remain deployed across Peru to observe the electoral process' remaining stages.

Once it concludes, the delegation will issue a report containing its findings and recommendations.
