In the election preparation process, assembly is the stage in which boxes containing all materials required at polling stations are prepared.
The box and its contents are fitted with RFID tags containing a chip that stores information about what is inside.
Thanks to this chip, the box can be monitored through radio antennas, and its contents can be verified as unaltered.
The electoral materials placed in the boxes are first organized into packages—installation, ballots, and vote count—and include documents as important as ballots and electoral records.
A label is affixed to the ballot package indicating the corresponding polling station number and how many ballots are included (up to 300 nationwide and 500 abroad).
Each ballot now carries a QR code that, when scanned, reveals the geographic location code (ubigeo) corresponding to the district, province, and region of the polling station where it is to be used.
All ballots are subjected to quality control, cut, sorted, and packaged.
The modernization of the assembly line also includes a hermetic sealing mechanism for the boxes, which requires the use of a sealing machine, a taping machine, and a heat-sealing oven.
The traditional tables used when assembly was fully manual have been replaced by gravity conveyor belts, allowing for more efficient and cleaner handling.
"The ballot package alone weighs around 5 kilograms and the final box nearly 9 kilograms. Handling a box is no longer the same as before, when it weighed just over 2 kilograms. We are now applying technology to better manage assembly and transport," Electoral Management Manager Jose Samame explained.
All these assembly innovations, as well as the optimization of the production flow, were presented on Monday by ONPE to representatives of political organizations and the media.
The event was held at the electoral body's facility in Lima's Lurin district.
The public agency will also invite various institutions to observe a simulation of its computing system and will provide all necessary information so that electoral stakeholders are informed about the different phases of the electoral process.
