stated in Panama that Peru is promoting a new model of Private Special Economic Zones (PSEZs) to attract investment and strengthen the South American country's productive development.
During his participation in the Ministerial Conference of the 12th World Free Zones Congress 2026, the head of Foreign Trade and Tourism Ministry (Mincetur) presented Peru's strategy to implement the ZEEP under international standards.
The government official said the model offers tax and customs incentives, legal stability, and clear rules to facilitate the establishment of companies focused on productive diversification, innovation, and integration into global value chains.
Likewise, the Cabinet member highlighted that Peru has a strategic location on the Pacific coast, access to various international markets, and an extensive network of trade agreements, factors that strengthen its position as an attractive destination for investment.
"Peru is opening a new stage in its productive development and investment attraction strategy with the implementation of the PSEZs," Reyes stated during his presentation at the international forum held in Panama.
He added that PSEZs will help boost the country's competitiveness through the creation of quality jobs, technology transfer, and territorial development.
In that regard, the minister called on foreign investors to participate in this new economic framework, emphasizing that Peru seeks to consolidate its position as a regional hub for investment, production, and international trade.
Mincetur recalled that the regulations for the PSEZs Law were approved on April 22, 2026, establishing the procedure for the creation of these zones, as well as supervision and control mechanisms.
The new model establishes that the private sector will take the initiative in creating new Special Economic Zones (SEZs), while Mincetur will assume the functions of authorizing and supervising operators.
