During a side event of the 60th Munich Security Conference, Peruvian Foreign Affairs Minister Javier Gonzalez-Olaechea presented the experience of crafting the Andean Community of Nations' (CAN) Resolute Action Plan (PAR), which determines urgent joint actions for the fight against transnational organized crime.

At the event "Latin America in the Changing Global Era: Rethinking multilateralism for security, democracy, and development," organized by Fedesarrollo, the Peruvian government official detailed the previous actions for crafting this regulatory document.

Before high-ranking authorities present at the meeting, Minister Gonzalez-Olaechea explained that on January 12, due to the acts of violence registered in Ecuador, the Andean Council of Foreign Affairs Ministers —made up of Colombia, Ecuador, Bolivia, and Peru— was convened to articulate actions for immediate execution.

"We got to work fast seeking, within the existing Andean regulations, an agreement," Gonzalez-Olaechea expressed on Friday.

He said the four member countries ordered that their Defense, Interior, Migrations, and Justice teams drive advances, with a view to the meeting held on January 21 in Lima, where Decision No. 922 was approved by which the Resolute Action Plan (PAR) was adopted. This document prioritizes spheres of action related to security and the fight against transnational organized crime in the Andean subregion.

"We adopted a binding document within 10 hours: Decision No. 922, which is an Andean Law. The Resolute Action Plan contains 13 scopes of action, with 28 specific measures (...)," he indicated.
