Peru: Government to provide full support to OAS observer mission in 2026 Elections

The government will provide all necessary support and assistance to the Organization of American States (OAS) Electoral Observation Mission, which will arrive in Peru to monitor the 2026 General Elections scheduled for April 12, Foreign Affairs Minister Hugo de Zela announced Wednesday.

The high-ranking official made the statement after signing the Privileges and Immunities Agreement for the 2026 General Elections Observers with the organization's Secretary General Albert Ramdin.

"The government is firmly committed to holding an efficient and transparent electoral process. Therefore, we have supported from the beginning the invitations issued by our electoral authorities for various election observation missions to be present in the country throughout the entire process," he indicated.

The career diplomat noted he is convinced that the OAS Electoral Observation Mission will carry out important, serious, and responsible work.

"In that regard, I want to renew the government's commitment to provide this mission with all the assistance it may require and all the support it needs to carry out its duties, as the secretary general said, with full independence, in line with our policy of openness and cooperation with international election observation mechanisms," he stated.

Minister De Zela reiterated the government's commitment to take all necessary measures to ensure that the will of every Peruvian, as expressed through their vote, is respected under conditions of equality.

"At the Foreign Affairs Ministry, we undertake this commitment with full conviction because, in addition to the support we will be called upon to provide to all election observation missions that come to Peru, we also face the challenge and responsibility of ensuring that over 1.2 million Peruvians registered to vote abroad are able to exercise their right to vote," he indicated.

Independent observers

In turn, the OAS Secretary General said that since 1992 Peru has invited the organization on 23 occasions to observe electoral processes—an initiative it was thankful for and described as an example for other countries.

Ramdin noted the OAS received an invitation from the Peruvian government on August 1, 2025, to deploy an election observation mission for the April 12 electoral process.

"We are very grateful for that invitation, and we will assemble an election observation mission that we will be deploying. It will be headed by a person from the region who knows Peru very well and is also very familiar with the Organization of American States," he indicated.

Ramdin added that OAS missions are independent and present their own reports, acting in support of the democratic process.

Likewise, the secretary general specified that the delegation arriving in Peru will be made up of experts from various fields, including technology, election observation, campaign finance, and electoral justice.

Furthermore, he announced that another agreement will be signed today with the National Elections Board (JNE). This represents the second step in completing the formal process for Peru to host an OAS electoral mission.

The Privileges and Immunities Agreement for the 2026 General Elections Observers aims to establish the privileges and immunities applicable to OAS observers who will be present in the country during the upcoming elections.

The signing ceremony was also attended by the National Elections Board (JNE) Chairman Roberto Burneo; National Office of Electoral Processes (ONPE) Chief Piero Corvetto; and National Registry of Identification and Civil Status (RENIEC) Acting Chief Virginia Cachay, who were present as witnesses of honor.
