, linked to service procurement and the alleged impact on the voting rights of thousands of citizens.
According to the prosecution's case theory, Corvetto is being investigated for the alleged crime of aggravated collusion, on the grounds that he may have engaged in actions that prevented part of the population from casting ballots during election day.
According to the cited information, the former official himself reported that around 63,000 people did not vote due to delays in the process.
The Public Ministry claims that Corvetto may have directly intervened in the hiring of Servicios Generales Galaga S.A.C., the company in charge of cargo transport services for the deployment and return of electoral materials.
In that regard, prosecutors state that in January 2026 new guidelines were allegedly established that modified 2025 provisions, including the inability to file challenges after the awarding of a tender.
The prosecutorial document also states that Corvetto allegedly coordinated with supplier Juan Charles Alvarado, general manager of the aforementioned company, with the aim of favoring it in the procurement process.
Days earlier, the Public Ministry requested preliminary detention and the lifting of communications secrecy of the former ONPE chief, arguing a possible flight risk. However, the Judiciary declared the request unfounded.
