President Jose Maria Balcazar's government declared a state of emergency in several districts across 14 regions after they were affected by heavy rainfall, aiming to protect lives and public health, as well as safeguarding productive infrastructure and essential services.
The
measure, which will remain in force for 60 calendar days, was made official through Supreme Decree No. 025-2026-PCM, published in the Official Gazette El Peruano.
The regulation provides for the implementation of exceptional, immediate, and necessary measures, as well as actions aimed at reducing the existing Very High Risk, along with response and rehabilitation efforts to address the effects of heavy rainfall.
These actions will be carried out by the relevant regional and local governments, with technical coordination and monitoring by the National Civil Defense Institute (Indeci) and the participation of the respective ministries.
Districts under emergency
The declaration covers districts in the provinces of Chachapoyas, Bongara, Luya, and Rodriguez de Mendoza (Amazonas region); Huaraz, Bolognesi, Carlos Fermin Fitzcarrald, Huari, Huaylas, Pomabamba, and Santa (Ancash); Arequipa, Caraveli, Castilla, Caylloma, Condesuyos, and La Union (Arequipa); plus Cajamarca, Chota, Contumaza, Jaen, San Ignacio, San Miguel, San Pablo, and Santa Cruz (Cajamarca).
Likewise, it includes the provinces of Ica, Chincha, Nasca, Palpa, and Pisco (Ica); Chanchamayo (Junin); plus Trujillo, Ascope, Bolivar, Chepen, Julcan, Otuzco, Pacasmayo, Pataz, Sanchez Carrion, Santiago de Chuco, Gran Chimu, and Viru (La Libertad).
The measure applies to the provinces of Chiclayo, Ferreñafe, and Lambayeque (Lambayeque); Barranca, Cajatambo, Canta, Cañete, Huaral, Huarochiri, Huaura, Oyon, and Yauyos (Lima); Tambopata and Manu (Madre de Dios); plus Piura, Ayabaca, Paita, Sullana, Talara, and Sechura (Piura).
It also encompasses the provinces of Puno, Azangaro, Carabaya, El Collao, Lampa, San Roman, and Sandia (Puno); Moyobamba, Bellavista, El Dorado, Huallaga, and San Martin (San Martin); plus Contralmirante Villar and Zarumilla (Tumbes).
Emergency declaration for districts in Arequipa and Ica
The Executive Branch additionally declared a state of emergency in 16 districts located across various provinces in Arequipa region, as well as in Ocucaje district, Ica province, due to heavy rainfall.
The measure, which will also remain in force for 60 calendar days, was made official through Supreme Decree No. 023-2026-PCM, published in the Legal Regulations bulletin of the Official Gazette El Peruano.
In Arequipa region, the declaration covers districts in the provinces of Arequipa, Caraveli, Castilla, Caylloma, and Condesuyos, while it applies specifically to Ocucaje district in Ica region.
The regulation orders the implementation of measures and actions aimed at response and rehabilitation to address damage recorded in housing, educational and health infrastructure, basic services, roads, among other sectors.
Moreover, it establishes provisions to facilitate the receipt of donations of food, medicines, and other goods to meet the affected population's needs.
