The German Institute for Development Evaluation (DEval) presented the results of the study conducted on the country portfolio during a meeting held recently at the Peruvian Ministry of Foreign Affairs in Lima.

The analysis assesses the existing cooperation between Peru and Germany during the 2010–2022 period, identifying strengths and challenges for future collaboration.


Various DEval officials and representatives of Peruvian sectors benefiting from German cooperation took part in the meeting as well.

The report provides a summary of the results, effectiveness, impact, and sustainability of German development cooperation in each of the three key areas of bilateral partnership: (i) protection of natural livelihoods, (ii) climate and energy, just transition, and (iii) peace and social cohesion.

In this regard, it was specified that the report constitutes a pilot initiative to be used in the future by German cooperation to measure the global impact of its assistance through Country Portfolio Evaluations (CPEs).

The German Institute for Development Evaluation (DEval) provides governmental and non-governmental development cooperation organizations with independent and scientifically sound evaluations, which they can feed into their strategies, instruments and programs.

By enabling evidence-based policy-making, DEval aims to make German development cooperation more effective and to increase transparency in the use of public funds.

DEval was established in 2012 and is mandated by the German Federal Ministry for Economic Cooperation and Development (BMZ).
