has approved the "Guidelines for Electoral Activities Abroad – 2026 General Elections" to ensure the right to vote of Peruvians residing abroad.
The regulation, set out in Chief Resolution No. 000021-2026-JN/ONPE, specifies that the guidelines were prepared by ONPE's Planning and Budget Management Office, in coordination with the Ministry of Foreign Affairs, to organize and conduct voting through Peru's consular offices.
The guidelines are issued within the framework of Supreme Decree No. 039-2025-PCM—which calls the 2026 General Elections—scheduled for April 12, and, in the event of a presidential runoff, for June 7, 2026.
Likewise, the measure is based on Law No. 26487—ONPE's Organic Law—and Law No. 26859, the Organic Law of Elections.
In addition, the resolution orders its publication in the Official Gazette El Peruano, as well as on ONPE's digital platform and on the institution's Transparency Portal—where the full text of the guidelines is made available.
With this measure, ONPE aims to ensure that Peruvians residing abroad can exercise their right to vote in an orderly manner and in accordance with current regulations—strengthening transparency and access to suffrage in the 2026 General Elections.
