Paraguayan Diego Moreno Rodriguez received 16 votes. Borea Odria came in second place, with 15 votes.
Uruguayan candidate Ricardo Perez Manrique completed the formation of the Inter-American Court of Human Rights for the 2025-2030 term.
Perez Manrique was elected after a runoff with Colombian candidate Carlos Rodriguez Mejia. Each of them had received 12 votes in the initial round.
Borea Odria —a specialist in constitutional law and head of a law firm in the Peruvian capital, Lima— was also a member of Parliament until 1992.
