Peru's PM: Legislators' secret meeting addressed strategy to remove President from office

Peru's Prime Minister Anibal Torres on Monday affirmed that the secret meeting of a group of opposition legislators —held last week at a hotel in Lima's Miraflores district— addressed a legal strategy to figure out a way to remove the President of the Republic from office.

During a press conference, the Cabinet chief said this is the continuation of a number of actions taken by the same groups that refused to accept the electoral results and focused —from the beginning— on destabilizing the Government.

"Not only did they proclaim the theory of an alleged fraud, but now they are trying to hatch a plan —in secret— to orchestrate a coup d'état through the presidential impeachment, constitutional accusation, or presidential resignation," he remarked.

The head of the Ministerial Cabinet looked back at the events that have occurred since Pedro Castillo won the Presidency of the Republic, which would denote the perceived destabilizing attitude of the Legislative Branch.

Thus, he mentioned that, in October 2021, the Executive Branch presented a bill to prevent the unreasonable use of the presidential impeachment process and the dissolution of Congress. "To date, there is no decision on it," he said.

In this regard, he argued that Parliament, which is chaired by Maria del Carmen Alva, "is permanently seeking to pave the way for impeachment proceedings" through unconstitutional regulations that modify the Magna Carta.

Additionally, he emphasized that legislators have reduced the powers of the Executive Branch to present a motion of confidence. 

"Now it (Congress) is trying to eliminate the mandatory presentation of the motion of confidence (for the investiture of the Prime Minister and his Cabinet) at the time the Cabinet presents the Government's plan," the high-ranking official stated. 

Torres noted that the aim is to concentrate all power in Congress and mentioned, for example, bills like the one reinforcing the limits to call a referendum, noting that they cause an imbalance of powers.
