Peruvian President Pedro Pablo Kuczynski on Wednesday expressed his heartfelt condolences to relatives of the eight victims of Tuesday's attack in New York and rejected violence used around the world as a terror mechanism.

"My heartfelt condolences to the families of the victims of the cowardly attack in New York and my total rejection of the use of violence and terror," the Head of State wrote on Twitter.


An Uzbek migrant —Sayfullo Saipov— had planned the assault for weeks and left behind handwritten notes in Arabic hailing the Islamic State terrorist group, AFP reported.

The driver —who moved to America legally in 2010— moved down pedestrians and cyclists at high speed down a bike path on Lower Manhattan's West Side, as children and their parents prepared to celebrate Halloween on Tuesday afternoon, the news agency added.

The suspect, 29, was wounded by police after the attack.
