Peru: 'Reconstruction with Changes' to be quick, corruption-free

Government-driven reconstruction process will be quick and shielded from corruption, announced Thursday Authority for Reconstruction with Changes (RCC) Executive Director Pablo de la Flor.

As is known, the Andean country was recently at the mercy of "Coastal El Niño" phenomenon characterized by heavy rains, landslides and floods. They destroyed infrastructure and crops, as well as left many citizens homeless.

Speaking from Piura —where De la Flor arrived to establish the said agency— he affirmed reconstruction involves everyone's support. The official also underlined efforts will benefit the country as a whole.

The "Coastal El Niño" events have not only left a legacy of devastation, but brought the best out of Peru: our capacity to help the most affected individuals and to act in accordance with shared goals.

De la Flor also affirmed the process will cover five pillars. The first one will put emphasis on people. 

The second key area involves inter-institutional coordination, which implies efforts involving districts, provinces, regions and ministries.

Rapidness will be the third pillar. In this sense, De la Flor assured he has the required tools to execute works efficiently.

The fourth pillar of reconstruction is transparency. To that end, a website and a civil society observatory are being implemented to help citizens keep track of each project at every stage. 

The fifth pillar entails a corruption prevention mechanism. To that end, Comptroller General Office will work as an ally, providing concurrent and post-review.
