Peru: MEF seeks to close infrastructure gaps through PPP reforms

Economy and Finance Minister Jose Salardi stated that his portfolio is working on reforming the Public-Private Partnership (PPP) mechanism with the aim of contributing to closing infrastructure gaps in Peru.

"We are working on the reform, which will also be a disruptive and fundamental issue for all those who believe that PPPs must shift to another dynamic and truly meet the objective of closing gaps so that the population receives the services it deserves," Salardi stated.
"It will be important that this reform is successful, and we will work together; there is the full support from the Ministry of Economy and Finance (MEF) to move forward with this action plan," he added.
The Cabinet member pointed out that the State-run Private Investment Promotion Agency (ProInversion) will have a more active role in supporting the awarding of PPP projects from the beginning to the end of the concession process.
"The idea is for ProInversion to take on a new role, practically acting as the grantor, and to be involved from day one until the project is completed. I believe that, with this, the timelines will be significantly shortened; additionally, we will achieve the country's goals of closing gaps at a faster pace," Salardi said.
"There is plenty of expectation from the private sector in general for the projects underway in Peru, and this intensive promotion will continue. ProInversion will keep advancing with an increasingly solid portfolio, which will allow us to directly address the gap problem and lay the foundation for sustained economic growth in the medium and long term," he added.
The minister highlighted that ProInversion has done excellent work in recent years, but it is only now being showcased, considering that there is a multisectoral project portfolio worth US$16 billion for 2025 and 2026, which is well underway.
"In the coming months, a fast-paced awarding rhythm will begin again, but what matters is that this portfolio will continue to grow even more," he noted.
