IDB's suggestions to succeed in implementing urban transport policies in LatAm

The Inter-American Development Bank (IDB) has released a report on the progress in urban public transport systems across Latin America and 10 recommendations to succeed in implementing them.

The document outlines the progress and performance of urban transport policies and their implementation in selected Latin American cities: Buenos Aires, Curitiba, Bogota, Guatemala, Lima, Montevideo, Pereira, San Salvador, and Tegucigalpa.

Below are the recommendations:

1) Prioritization of a hierarchical and legible public transport system with adequate levels of productivity.

2) Adaptation of vehicle typologies in the fleet in order to meet the demands (schedules, volumes, etc.).

3) Gradual harmonization of urban and transport policies.

4) Quality, comfort, and security of transport services, minimizing conflicts between modes of transportation.

5) The existence of solid operators with verifiable contractual responsibilities.

6) Motivation to use alternative sustainable transport modes (pedestrians, bicycles).

7) Intelligent use of the available road capacity (reversible lanes, lanes for high occupancy vehicles, coordinated traffic lights, parking lots, etc.).

8) Progress towards implementing a Single Transport Authority.

9) Implementation of an Integrated Multimodal Tariff Policy.

10) Organization of transit cargo and urban distribution.
