The petition submitted by the Executive Branch on Tuesday received 40 votes in favor, 45 votes against, and one abstention.
At the start of the session, Congress members —who met in a hybrid format— observed a minute of silence for the passing of His Holiness Pope Francis.
The Supreme Pontiff passed away last Monday at his residence at the Casa Santa Marta in the Vatican.
Pope Francis, 88, had been recovering after suffering from pneumonia and other severe health complications in recent months.
It was recently confirmed that his funeral will take place at St. Peter's Square in the Vatican on April 26 at 10:00 a.m. Italy time.
