The Peruvian Government has declared national mourning on April 22, 23, and 24, 2025, over the passing of His Holiness Pope Francis.

The measure was made official through Supreme Decree 051-2025-PCM, published in a special edition of the Legal Regulations Bulletin of the Official Gazette El Peruano.

It is ordered that, from this date until the day of the Supreme Pontiff’s funeral, the National Flag shall be flown at half-mast on all public buildings, military installations, bases, ships, police stations, and other State premises throughout the national territory, as well as at Peru's diplomatic missions, consulates, and permanent representations abroad.

The preamble of the decree states that it is the State's duty to honor the memory of Pope Francis, whose tireless defense of the most vulnerable, commitment to social justice, and call for the protection of the environment constitute an enduring legacy of humility, mercy, compassion, and a spirit of dialogue —one that has left a profound mark on the world and on the Peruvian people.

The supreme decree was endorsed by Cabinet Chief Gustavo Adrianzen, as well as Ministers Elmer Schialer (Foreign Affairs) and Eduardo Arana (Justice and Human Rights).
