will travel to Rome, Italy, to attend the funeral of Pope Francis, within the framework of a working tour to Arab countries.
According to
Supreme Resolution No. 074-2025-PCM, published in the Legal Regulations Bulletin of the Official Gazette El Peruano on Thursday,
the Government authorized the minister's trip to Qatar, the United Arab Emirates, Kuwait, and Saudi Arabia from Saturday, April 26 to Friday, May 2.
However, the recitals of the regulation indicate that Ambassador Schialer will travel from Rome, Italy, to the aforementioned Arab countries due to itinerary and prior commitments.
Last Wednesday, the Foreign Affairs minister announced that he will attend Pope Francis' funeral on behalf of the Peruvian Government, following Congress' rejection of President Dina Boluarte's request to travel to the Holy See for that purpose.
Gulf itinerary
The regulation states that, in the current international context, marked by growing uncertainty in global trade, the Foreign Affairs minister's visit to the Persian Gulf states "represents a valuable opportunity to expand our commercial presence in new markets and to strategically project Peru's interests in a region of growing importance for trade and investment attraction.
It details that on April 27 in Doha, Qatar, the Foreign Affairs minister will hold meetings with his counterpart from that country, the Vice President of Qatar Airways, the President of the Qatar Investment Authority (QIA), among other high-level Qatari executives to discuss bilateral cooperation initiatives in trade, air connectivity, and investment.
The following day in Abu Dhabi, United Arab Emirates, Ambassador Schialer will hold meetings with the ministers of Foreign Affairs, International Cooperation, and Foreign Trade of that nation, as well as with high-level representatives of investment funds, with the purpose of promoting and consolidating their interest in Peru as a reliable and attractive investment destination.
Also in that city, on April 28, 2025, the Peruvian Embassy in the United Arab Emirates will be inaugurated, marking a milestone in the process of consolidating Peru's diplomatic presence in the Gulf region. Likewise, it reaffirms Peru's commitment to strengthening bilateral ties with that country, the regulation notes in its recitals.
On April 29, the Foreign Affairs minister will be in Kuwait, capital of the country of the same name. There, he will meet with his counterpart and the Kuwaiti minister of Finance to address key topics of the political and economic relationship between both nations.
Similarly, he will take part in working meetings with officials from the Kuwait Investment Authority (KIA) and the country's Chamber of Commerce to present investment opportunities in strategic sectors.
His itinerary ends in Riyadh, Saudi Arabia, where he will remain on April 30 and May 1. There, he will hold meetings with ministers from the Commerce and Foreign Affairs sectors, among others, as well as with representatives of the business sector, to promote trade relations and cooperation in strategic sectors such as mining, hydrocarbons, and infrastructure.
He will also meet with the Secretary General of the Gulf Cooperation Council, during which a Memorandum of Understanding will be signed to establish consultations on matters of mutual interest between both nations.
The legal provision entrusts the Ministry of Foreign Affairs to the Cabinet Chief, Gustavo Adrianzen, during Minister Schialer's absence.
