The Peruvian government is reducing bureaucracy by eliminating 14 infrastructure programs across various ministries in order to concentrate them in a single entity. This would generate savings of S/ 4 billion (approximately US$1.1 billion) by 2026, the Ministry of Economy and Finance (MEF) announced.
The government also considered this decision a major step toward modernizing the State and improving public spending efficiency.
In his presentation at the Government Palace, Economy Minister José Salardi stated that the portfolio of projects grouped into the 14 programs will be transferred to the National Infrastructure Authority (ANIN).
That is, a Central Public Investment Unit will be created to oversee management integration, territorial coordination, and the rapid and efficient management and execution of investments for quality infrastructure services for the benefit of Peruvians.
The Minister of Economy mentioned that the estimated savings, in 2025 alone (June-December), would be S/. 2.5 billion (approximately US$685 million) with the elimination of these programs.
For her part, the President of the Republic, Dina Boluarte, stated that the measure is a historic and firm step toward state modernization and public spending efficiency.
"This government is clear that bureaucracy will not hinder the country's development. This measure is part of a larger effort to resize the state, increase productivity, and improve the quality of public services received by all Peruvians," the president emphasized.
After stating that "there will be no more bureaucracy or paperwork that has been entrenched for years," the head of state said that a decisive step has been taken by transforming the ANIN into a Central Public Investment Unit.
"This agency will be responsible for centralizing, planning, coordinating, and more efficiently executing investments in citizen security, hospitals, schools, access to drinking water and sanitation, roads, hydraulic projects, tourism infrastructure, ports, and airports, among others," explained President Dina Boluarte.
Social impact
In her speech, the President of the Republic said that, with the creation of the Central Public Investment Unit, ministries will be able to fully concentrate on providing better services in their respective areas of expertise.
She also indicated that interventions with a territorial focus will have a greater social impact, directly benefiting the neediest communities.
"Our commitment is clear: to improve the quality of life of Peruvians with concrete and measurable actions. Therefore, tomorrow the Council of Ministers will consider the matter to approve this Supreme Decree, with which we will initiate this historic reform," he stated.
