Min: Peru is an attractive destination for foreign direct investment

Peru has solidified its status as an attractive destination for foreign direct investment, thanks to its open trade policies and membership in key international organizations, Foreign Trade and Tourism Minister Desilu Leon highlighted.

Speaking from Madrid, Spain, during her participation in the Latin America and Caribbean Tourism Investment Forum -organized by the World Tourism Organization (UN Tourism) and the Development Bank of Latin America and the Caribbean (CAF) as part of the International Tourism Fair (FITUR 2025)- Leon emphasized Peru's legal stability, sustainable growth, economic resilience, and tax advantages. 

Similarly, the government official noted the South American country's unparalleled tourist attractions, ancient culture, and exceptional gastronomy.

A cornerstone of Peru's investment strategy is its approach to sustainable tourism. 

"Sustainability is a cross-cutting element in our public policies, ensuring that economic growth benefits local communities while preserving our natural and cultural wealth," she said on Thursday.

Meetings with Spanish and Chilean Ministers

During her third working day in Madrid, Peru's high-ranking official met with Spanish Minister of Industry and Tourism, Jordi Hereu, with whom Peru has been developing the pilot project to make Arequipa the country's first smart tourist destination.

Similarly, the Cabinet member expressed interest in expanding this initiative to other regions, such as Cusco and Amazonas.

At another point, she held talks with Chilean Undersecretary of Tourism, Veronica Prado, thanking Chile for its support of initiatives led by Mincetur during Peru's APEC 2024 Presidency.

Likewise, she expressed interest in institutionalizing the Binational Tourism Roundtable for Tacna, Arica, and Parinacota, aiming to promote tourism exchange, local economic development, and foster cultural integration.

Furthermore, Minister Leon met with Julia Simpson, President of the World Travel and Tourism Council (WTTC), discussing Peru’s potential in sustainable tourism and investment in hotel infrastructure.

Recognition for Centofur

During FITUR 2025's second day, Peru was recognized through its National Center for Tourism Training (Centofur) for the project titled "Strengthening the Capacities of Gastro-Lab Surf City and the Gastronomic Innovation Lab of CET and Centofur."

This initiative promotes culinary exchanges between El Salvador and Peru.

The award was presented during the 3rd International Tourism Cooperation Awards 2024-2025 by the International Association for Tourism Cooperation (Asicotur).

Promoting Ayacucho and Andean Baroque

The minister also took part in a series of activities to promote Peruvian destinations, such as 'Ayacucho, Where Peru is Born,' an initiative by Patronato Pikimachay and the Commission for the Promotion of Peru for Exports and Tourism (PromPeru) that highlights the region's history and tourist attractions.

Additionally, the Mincetur head participated in the presentation of the Andean Baroque Route at FITUR 2025, which offers a journey through various towns that blend art, history, and spirituality, taking visitors back in time, as well as showcasing Peru's rich cultural heritage.

As a unique artistic expression from the 16th and 17th centuries, Andean Baroque reflects a fusion of European and Andean influences.


Gastronomic Connection

Finally, Minister Leon inaugurated the discussion panel "The Madrid-Lima Connection: A Shared and Connected Gastronomic Space," organized by Spain's State Secretariat for Tourism.

Various activities featured the participation of Peruvian Ambassador to Spain, Luis Iberico, and PromPeru's Tourism Director, Sol Velasquez.
