The Attorney General's Office filed a constitutional complaint against former Prime Minister Alberto Otárola Peñaranda for the alleged crimes of incompatible negotiation and improper use of the public position in relation to the hiring of Yaziré Pinedo.

The Attorney General's Office specifies that Otárola Peñaranda allegedly took an undue interest in the hiring of Pinedo Vásquez to the Presidency of the Council of Ministers and the Ministry of Defense, through officials in both institutions.

These officials, the complaint states, were part of a circle of trust since Otárola served as executive president of the National Commission for Development and Life without Drugs (Devida).

Based on this influence, the constitutional complaint states, Yaziré Pinedo allegedly obtained a request for quotation—as the sole bidder—for a contract with the Presidency of the Council of Ministers.

At the Ministry of Defense, she was hired for the monitoring, issuance, and preparation of administrative documents for 18,000 soles (about US$ 6,500) and for administrative technical assistance services at the Supply Directorate for 14,000 soles (about US$ 5,100)

The Public Prosecutor's Office also indicates that Alberto Otárola maintained a close relationship with Yaziré Pinedo Vásquez, which may have motivated his particular interest in hiring her in executive branch entities through officials he trusted.

The investigation has also established that Otárola Peñaranda knew and visited Yaziré Pinedo's home, located in the Lince district. In January 2023, he appeared in the official order of the Presidency of the Council of Ministers, as acknowledged in his statement dated September 16, 2024.


Otárola speaks out


Through his Twitter account, Otárola said that the constitutional complaint "reveals an absolute lack of objectivity" on the part of the Attorney General's Office, "lending itself to a media show and validating a crude change of versions."
