Peru: Prosecutor Office initiates inquiry into Eficcop-supporting police team dissolution

The Public Ministry/Attorney General's Office on Friday initiated preliminary proceedings regarding the dismantling of the Special Police Support Team for the Special Team of Prosecutors against Corruption of Power (Eficcop).

In a communiqué, the aforementioned entity indicated that the previous action —ordered by the Interior Ministry—  would fall under the alleged crime against the administration of justice, in the forms of abuse of authority and concealment.

The dismantling of the aforementioned police unit was officialized via Ministerial Resolution No. 0610-2024-IN.

According to the government's document, the Special Support Team used to duplicate functions of the Peruvian National Police's (PNP) High Complexity Crime Investigation Division.

Similarly, it said that the creation had not complied with the normative requirements. Thus, the Executive Branch provided for initiating an administrative procedure to determine the reasons for this omission.

Authorities under investigation

The preliminary prosecutorial proceedings initiated by the Public Ministry's Illicit Enrichment and Constitutional Complaints Section involve President Dina Boluarte and Interior Minister Walter Ortiz.

The latter is being investigated for his actions as the alleged perpetrator of a crime against the administration of justice, in the form of concealment.

As for the president, it is presumed that she acted as an instigator of said crime.

The Prosecutor's Office reported that both of them are also being investigated for the aforementioned crime, in the form of abuse of authority.

In Peru, the Public Ministry is independent from the Executive Branch.
