Peru President: The Government will not allow legal loopholes to be shields for criminals

The President of the Republic, Dina Boluarte, stated that the Government will not allow legal loopholes to be exploited by criminals.

"Organized crime allows no delays, doubts, or weaknesses," Mrs. Boluarte said as she enacted the law amending Legislative Decree No. 1095, which sets the rules for the use of force by the Armed Forces within national territory.

The Head of State explained that the law explicitly incorporates the intervention of the Armed Forces, in support of the National Police and following the declaration of a state of emergency, to ensure control over national territory and guarantee the safety of all Peruvians.

The top official mentioned that illegal mining, drug trafficking, and terrorism are the most destructive criminal activities, as they devastate Peru's natural resources, pollute water sources, corrupt authorities, finance criminal networks, and seek to destabilize democracy.

In response —she noted— the Government, together with the Congress of the Republic, will not allow legal impediments to be exploited by criminals.

"We will give no quarter and will not yield an inch to organized crime. Today, we affirm —with the force of the law and the determination of the people— that we will no longer stand on the sidelines watching crime, bound by legal impediments designed by accomplices who choose to defend the human rights of criminals rather than the human rights of all Peruvians," Mrs. Boluarte emphasized.

In this regard, the President underlined that the amendment to Legislative Decree No. 1095 is not only legally appropriate but also an urgent and morally unavoidable decision.

"Our government will not allow legal loopholes to serve as shields for criminals," she said.

The top official stated that citizen security is an inalienable right and, as such, requires firm and decisive actions supported by a clear legal framework.

"That is why this amendment is not only consistent with the current legal framework, but also clearly supports the involvement of the Armed Forces when crime, drug trafficking, illegal mining, and terrorism seek to strip us of the peace and stability of our beloved homeland," she concluded.
